Cross-border high risk specialized operations

FLIGHTS BY OPERATORS PERFORMING CROSS-BORDER HIGH-RISK SPECIALIZED OPERATIONS

Procedure for Flights Conducted by Operators Registered in an EU Member State

Stage One:

1.1 The air operator is responsible for assessing any potential risks associated with the intended cross-border high-risk specialized commercial operation. For this purpose, the aircraft operator shall submit an application for the issuance of an authorization for cross-border high-risk specialized commercial operations to its competent authority, together with a risk assessment and Standard Operating Procedures (SOP). 

1.2 The review of the risk assessment and the Standard Operating Procedures shall be carried out by the aviation authority of the State of registration of the aviation operator, with the assistance of the Bulgarian Directorate General “Civil Aviation Administration”.

1.3 The Authorization for cross-border high-risk specialized commercial operations shall be issued by the aviation authority of the State of registration of the aviation operator. 

Stage Two:

Stage Two begins after the completion of the activities under Stage One.

2.1 The applicant for conducting cross-border high-risk specialized operations (air operator and/or its representative) shall submit the following documents to the email address: [email protected]

  • Application for conducting the cross-border high-risk specialized operations, containing at a minimum information regarding: the type of high-risk specialized operations (commercial/non-commercial), area of operation, operational period, aircraft type and registration, operational conditions and limitations, additional requirements for operations in the public interest; 

  • Copy of the Authorization for high-risk specialized commercial operations or an equivalent document issued by the aviation authority of the State of registration; 

  • Risk Assessment; 

  • Standard Operating Procedures (SOP); 

  • Other documents upon request. 

2.2 The information and documents under item 2.1 shall be submitted to the Bulgarian Directorate General “Civil Aviation Administration” no later than 10 (ten) working days prior to the date of the operation. 

2.3 Upon a positive assessment of the eligibility of the documents and the applicant, the Bulgarian Directorate General “Civil Aviation Administration” shall notify the respective operator/applicant via e-mail that it has no objection to the performance of the specified cross-border high-risk specialized operations. 

 

Procedure for Flights Conducted by Operators from Third Countries

1.1 The applicant for conducting cross-border high-risk specialized operations (aviation operator and/or its representative) shall submit the following documents to the email address: [email protected]

  • Application for conducting the cross-border high-risk specialized operations (Appendix I); 

  • Air Operator Certificate, including operational specifications; 

  • Copy of the Authorization for high-risk specialized commercial operations or an equivalent document issued by the aviation authority of the State of registration; 

  • Risk Assessment; 

  • Standard Operating Procedures (SOP); 

  • Certificate of Registration of the aircraft; 

  • Certificate of Airworthiness of the aircraft; 

  • Third-party liability insurance documents in accordance with the provisions of Regulation (EC) No 785/2004 of the European Parliament and of the Council of 21 April 2004 on insurance requirements for air carriers and aircraft operators; 

  • Aircraft noise certificate; 

  • Aircraft radio station license; 

  • Approval of major modifications to the aircraft (if applicable); 

  • Crew licenses; 

  • Medical certificates of crew members; 

  • Contract between the customer commissioning the high-risk specialized operations and the operator (excluding financial parameters); 

  • Other documents upon request. 

1.2 The information and documents under item 1.1 shall be submitted to the Bulgarian Directorate General “Civil Aviation Administration” no later than 10 (ten) working days prior to the date of the operation. 

1.3 Upon a positive assessment of the eligibility of the documents and the applicant, the Bulgarian Directorate General “Civil Aviation Administration” shall notify the respective operator/applicant via e-mail of the issuance of an authorization for conducting high-risk specialized operations.
