Just Culture and Safety Management

Pursuant Article 2, para 12 of Regulation (EC) 376/2014 on the reporting, analysis and followup of occurrences in civil aviation, “just culture” means a culture in which front-line operators or other persons are not punished for actions, omissions or decisions taken by them that are commensurate with their experience and training, but in which gross negligence, willful violations and destructive acts are not tolerated.

Pursuant Article 8, para 5 (new, State Gazette, issue 60 of 2021) of the Civil Aviation Act, the Directorate General Civil Aviation Administration (DG CAA) is a competent authority for the implementation of Regulation (EC) 376/2014 on the reporting, analysis and follow-up of occurrences in civil aviation.

In relation to the implementation of its functions as a competent authority for regulation (EC) 376/2014 and, in particular, in relation to Article 16, para 12 of the same regulation concerning the compliance with the “just culture” principle, the organisations in civil aviation and their staff can submit to DG CAA proposals, signals and complains according to the regulations published on https://www.caa.bg/bg/category/631/2580, including by e-mail to [email protected].
