Transport of dangerous goods

National rules and procedures for the safe transport of dangerous goods by air have been established by Ordinance No. 18 of 4 March 1999.
The procedure for issuing exemptions for the transport of dangerous goods forbidden for air transport has been established by the Order of the Minister of Transport.
 

PROCEDURE FOR ISSUING OF EXEMPTIONS FOR THE TRANSPORT OF DANGEROUS GOODS FORBIDDEN FOR AIR TRANSPORT

1. All civil aircraft that take off, fly over or land on the territory of the Republic of Bulgaria and carry forbidden for air transportation dangerous goods on board, shall have an exemption, duly granted for their transportation.
2. The exemptions are issued by the Director General of the Directorate General for Civil Aviation (DG CAA).
3. For the issuance of an exemption, the Air Operator performing the flight, or an authorized agent must file to DG CAA an application for issuing of exemption for air transportation of forbidden dangerous goods and all documents referred to therein.
4. The Director General of the DG CAA may require other additional documents or information, besides those stated in item 3 above.
5. All information and documents referred to in paragraphs 3 and 4 above must be submitted to the DG CAA no later than ten (10) working days prior to the date of the flight.
6. If the flight does not meet the required level of flight safety, as stipulated in Ordinance No. 18 of 4 March 1999, the flight authorization and the exemption will be denied.
7. The applicant shall receive the exemption or a refusal for the air transport of forbidden dangerous goods no later than three (3) working days prior to the date of the flight.
