Market Access

The provision of air services between the members of the European Union (EU) is carried out under the conditions of the internal market and the legal norms of the Union. According to Regulation (EC) 1008/2008, the air services market in the EU has been liberalized and there is no restriction on the air transport.

The regulation of international aviation markets with non-EU countries is based on bilateral intergovernmental air transport agreements, which guarantee the fare competition between the participating airlines on the market. The authorization of air carriers from EU Member States to access the national markets of non-EU countries is governed by separate bilateral intergovernmental agreements.

As an EU Member State, the Republic of Bulgaria is a party to the agreements between the EU and non-EU countries (horizontal agreements, common aviation area agreements and comprehensive agreements). These agreements complement the bilateral agreements of the EU Member States by bringing them into line with EU law, replace the bilateral agreements in full or to the extent provided for in the relevant agreement.

The International Relations Department ensures the practical application of the provisions of the aforementioned bilateral intergovernmental agreements and the agreements concluded by the EU by organizing and carrying out activities related to access to the market of air carriers.
